Dr Yang graduated from the Faculty of Medicine at the National University of Singapore in 1992. Following that, he completed his basic training, specialised in Orthopaedic Surgery (FRCS Glasgow, 1998) and was later awarded the Fellowship in Adult Reconstructive Surgery Award to train at the London Health Sciences Centre in Ontario, Canada from 2002 to 2003.

Apart from his practice at Mount Elizabeth Novena Hospital, Dr Yang is a Consultant Arthroplasty Surgeon at the Department of Orthopaedic Surgery of Singapore General Hospital (SGH). During his time at SGH, Dr Yang served in a number of administrative roles, including team leader of the Electronic Medical Records project since 1997.
